ETH026/22 Exchange Exit Pilot – Change of Ethernet Local Serving Exchanges in these areas

To notify CPs about the impact on new Ethernet orders in the Exchange Exit Pilot locations

As per briefing GEN023/22 Openreach announced from 3 June 2022 that we would be conducting a stop sell of Ethernet circuits terminating at the five Exchange Exit Pilot locations (Deddington, Kenton Road, Carrickfergus, Ballyclare, Glengormley).

In support of that we are pleased to announce that from 4 June 2022 there is a change in the associated local serving exchange in Exchange Exit Pilot locations. The new mappings are listed in the table below.

This will mean that CPs wishing to serve Ethernet/Optical to Exchange Exit Pilot locations will still have access to LA pricing/No mainlink charges where they terminate circuits in the current parent exchange.

To support CPs in this change we will publish the new supporting Local Access Dataset (LAD) file on Monday 9 May 2022.

Pricing from 4 June 2022 (LA eligibility, mainlink) will be calculated as per the updated LAD file for newly placed orders.

Existing circuits installed and in-flight rentals at the trial exchanges will remain charged/calculated as per today, but at the point of migration or planned engineer works to re-arrange them to facilitate exchange exit we would calculate charges as per the updated LAD file (9 May 2022).

From the 4 June 2022 for existing Ethernet/Optical circuits terminating in an Exchange Exit Exchanges, which are closing (Deddington, Kenton Road, Carrickfergus, Ballyclare, Glengormley), external customer end shifts will be prevented, given they will still terminate in an exchange that needs to close. CPs will retain all their other options including Provide and Cease.

This approach should not be regarded as a precedent for future scale Ethernet/ Optical migrations and Openreach will continue to consider its approach going forward and consult with CPs at the appropriate time.
