This briefing is for all Communications Providers (CPs) and should be read in conjunction with GEN089/22 published on 13/12/2022.

This briefing is to inform all CPs about changes to the February 2021 published list of priority exchanges for exit by 2030.  We received feedback from industry that the number of London priority exchanges included in the February 2021 priority list would result in resource contention for both CPs and Openreach. In addition, CPs highlighted concerns at the high number of Openreach Handover Point (OHP) exchanges included on this list.

The Exchange Exit priority list has therefore been refreshed to reduce the concentration of Central London exchanges and the number of OHPs. The briefing also provides further guidance on the Openreach enduring exchange architecture.
