GEN105/21 FFIB Bid Category Pricing model

This briefing is for all Communications Providers (CPs).

This briefing is to inform CPs that Openreach is introducing an FFIB Category Pricing commercial model incorporating a Delivery Assurance Fee for sites expected to be delivered through our Fibre Cities announcements in the following 12 months from point of modelling and a contribution scheme for sites in our announced Fibre Cities plans beyond 12 months at the point of FFIB bid modelling.

Under the Category based pricing model for FFIB, sites will be categorised into 4 types:

Category 1:

Sites that are already Customer Ready for Service (CRFS) or are in existing Community Fibre Partnership (CFP) or Broadband digital UK (BDUK) delivery plans.

Category 2:

Sites that are off planned DPs in exchanges declared in the Openreach Fibre Cities Marketing and Pot of Premises reports. (exclusions* apply)

Category 3:

Sites that are in contracted exchange areas for the Fibre Cities programme. (excluding rural)

Category 4:

All other sites

In the category based FFIB pricing model:

  • Category 1 sites will be excluded from the FFIB contract as already FTTP available or being delivered under other funded programmes. Lead to Cash charges will apply upon customer order of FTTP.
  • Category 2 sites appear (at the point of modelling) in our next 12 months delivery plans and will have a Delivery Assurance* fee of £1,500 per site applied which will be payable upon contract (*exclusion apply). Lead to Cash charges will apply upon customer order of FTTP
  • Category 3 sites are in our mid to long term announced Fibre Cities plans and will be priced as standard FFIB sites against which Openreach will apply a contribution commensurate to standard commercial roll-out investment for each FTTP enabled premise as part of the FFIB site delivery.
  • Category 4 sites will be priced as standard FFIB sites with no contribution applied

Project Management is applied to category 3 & 4 site types.

Exclusions:

  • Multi-Dwelling Unit, Multi-Occupancy Unit, Internal DP sites and FOD ‘cluster’ orders
  • Orders requiring civils work or presenting DIG (direct in ground) infrastructure

Effective Date

This FFIB Category based pricing model is applicable to all new requests received from 22 November 2021.

Customers with unexpired open FFIB Offers can request their solution to be revised to this new commercial model. This will require a full modelling cycle to produce as per the FFIB Process and Procedures document which can be found here: Bid Management (openreach.co.uk)
