This briefing is to inform all CPs about a change to the LLU and Access Locate energy price.

In accordance with regulation Openreach passes through our power costs to CPs. As a result of our regular review, this briefing is to notify CPs of an increase in the price of energy usage per kWh from £0.1098 to £0.1500 for all comingling products utilised for LLU, Access Locate and Access Locate Plus.

This change will come into effect on 1 July 2020 and any energy used from this date onwards will be charged at the revised rate until further notice. In our briefing on 1 November 2019, supporting ACCN OR615, we explained that the reduced price of £0.1098 per kWh in effect from 1 December 2019 was due to a unique one off correction in the cost of Carbon Reduction Commitment charges. Power costs for 2020/21 have increased compared to the 2019/20 average, due to increases in the cost of wholesale power and we have adjusted our energy usage price accordingly. Given the 90 days’ notice period, the £0.1500 per kWh will come into effect after the first quarter of the regulatory period, and has been calculated so that the average price charged over 2020/21 matches the expected cost for that year.

We will continue to review our power changes and underlying costs and will update our prices during 2020/21 accordingly if required.
