NGA2001/21 GEA-FTTP Only Offer v2 and Localised Marketing Offer – Lockdown related updates

This briefing is for all, LLU, WLR and NGA Communications Providers (CPs).

This briefing is to notify CPs about updates to the existing special offers on GEA-FTTP in Fibre First Towns and Cities, namely the GEA-FTTP Only Offer v2 and the Localised Marketing Offer. The offers have been updated (effective 21 January 2021), to minimise the impact on Communications Providers of the lockdown and resulting changes to Openreach’s FTTP provisioning policy and ensure that communications providers have adequate flexibility to maximise connection discounts.

The Localised Marketing Offer:

1) The requirements of carrying out marketing activities and meeting a minimum ARPU target will not be obligatory in January and February 2021. This is to support CPs with respect to the offer targets in the context of lockdown measures and resulting changes to Openreach’s FTTP provisioning policy.

2) Where communications providers have a number of months of free connections remaining on exchanges triggered before 1 January 2021, they will have the flexibility to shift this remaining allowance from January and February 2021 to other months up to a maximum of 1 May 2021 as a starting date. The end date of the trigger point will remain as 30 September 2021. This flexibility is to ensure that all CPs can have the opportunity to benefit from 6 months of free connection discounts, in exchanges triggered before 1 January 2021, in months when full scale FTTP Provisioning is available. In the event that Openreach’s FTTP provisioning policy has to be extended beyond February 2021, we will seek to ensure that all CPs have a full 6 month of free connections available, in exchanges triggered before 1 January 2021, in months where full scale FTTP provisioning is taking place.

The FTTP-Only Offer:

3) The requirement of meeting the Minimum FTTP Threshold or the Step Minimum FTTP Threshold will not be obligatory in January and February 2021. Both thresholds will effectively be reduced to 0% in January and February 2021 and for the quarterly measurement including these months (subsequent quarterly measurement periods would revert back to standard terms and conditions). This is to support CPs with respect to the offer targets in the context of lockdown measures and resulting changes to Openreach’s FTTP provisioning policy.

4) Where communications providers have a number of months of free connections remaining on the Primary Footprint, they will have the flexibility to shift this remaining allowance from January and February 2021 to other months up to a maximum of 1 May 2021 as a starting date. The end date for connection discounts will remain as 31 August 2021. This is to ensure that all CPs can have the opportunity to benefit from 6 months of free connection discounts on the Primary Footprint in months when full scale FTTP Provisioning is available. In the event that Openreach’s FTTP provisioning policy has to be extended beyond February 2021, we will seek to ensure that all CPs have a full 6 month of free connections available, on the Primary Footprint, in months where full scale FTTP provisioning is taking place.
