This briefing is for all, LLU, WLR and NGA Communications Providers (CPs).

This briefing is to notify CPs about updates to the existing special offers on GEA-FTTP in Fibre First Towns and Cities, namely the GEA-FTTP Only Offer v2 and the Localised Marketing Offer. The offers have been updated (effective 19 March 2021), to minimise the impact on CPs resulting from Openreach's safe working practices delivering ultrafast products during January-March 2021 (during Covid-19 national lockdown) and ensure that CPs have adequate flexibility to maximise connection discounts.   

The Localised Marketing Offer:

1)     The requirements of carrying out marketing activities will continue not be obligatory in March 2021. This is to support CPs with respect to the offer targets in the context of reduced FTTP provisioning due to Openreach's safe working practices delivering ultrafast products during January-March 2021 (during Covid-19 national lockdown).

2)     In March 2021 the ARPU target will revert back to £16.28 in line with standard offer terms and conditions.

The FTTP-Only Offer:

1)     The Minimum FTTP Threshold continues to be reduced to 0% until 15 March 2021 (in line with Openreach’s continuation of the FTTP provisioning policy) and subsequently reverts back to 90% from 16 March 2021. This will result in a Minimum FTTP Threshold of overall 45% for the month of March 2021 and for the quarterly measurement including these months (subsequent quarterly measurement periods would revert back to standard terms and conditions). This is to support CPs with respect to the offer targets in the context of reduced FTTP provisioning due to Openreach's safe working practices delivering ultrafast products during January-March 2021 (during Covid-19 national lockdown).
