NGA2027/20 GEA-FTTP Only offer - Changes to the existing offer

This briefing is for all, LLU, WLR and NGA Communications Providers (CPs).

This briefing is to notify CPs about changes to the existing special offer "GEA-FTTP only offer" in Fibre First Towns and Cities. The scope of the offer has been extended, such that the Secondary Offer Area will include all premises part of the Fibre First Towns and Cities programme that are declared as ready for service from April 2020 up to 31 August 2021. The amended offer also includes the flexibility of using an interim solution in place of sub-Order type migration journeys to qualify for connection discounts for the limited period of time between 1 February 2021 until 31 August 2021. The Secondary Offer Area:

Is revised to mean the Premises in the areas covered by Openreach’s Fibre Cities programme that are declared by Openreach as ready for service from 1 April 2020 until 31 August 2021.

The Interim Solution:

For the limited period between 1 February 2021 until 31 August 2021, CPs will be able to use the below interim solution to qualify for limited time connection discounts (in addition to other sub-Order type migration journeys already listed in the contract full T&Cs):

  • Communications Providers consume an FTTP Provide with a Number Port from WLR and add a #removecopper note to the FTTP Provide order
  • Communications Providers consume an FTTP Provide and MPF or WLR Cease and add a #removecopper note to the FTTP Provide order

We restate that CPs participating in the combined Primary and Secondary Offer Areas, will be able to use FTTP volumes to count towards their Ultrafast target in The GEA Volume Offer and the Combined Primary and Secondary Offer Area will count towards the Ultrafast Rollout Plan in the GEA Volume Offer. Openreach will not increase the Communications Provider's Ultrafast targets in the GEA Volume Offer if the inclusion of the Combined Areas in the Ultrafast Rollout Plan results in an Ultrafast Overbuild (this is unchanged compared to existing T&Cs).
